The iPhone home screen doesn't scroll. This 16-application limit is just a reality most users have come to accept. Third party developers have turned to launcher apps that search for additional applications and let you choose one from a list. Today, Nate True introduced an iPhone mod that smashes these launchers into yesterday's news.
True's Dock package loads your entire application collection into a single usable list that appears directly on your homescreen. Just use a finger to scroll the bottom row of icons left or right and tap the application you want to launch.
This is still a relatively early release--so there are a few bugs here or there--but I've tested it out and it works fabulously. To install, download a copy of iBrickr (Windows) or Breezy (Macintosh Universal Binary) and use them to load the Dock package to your iPhone.

but, as long at is not in the installer.app list, i wont use it.
installer.app is really nice one, graphically the best 3rd app there is.
nate already made some apps for installer.app why not dock too?

I would love to use Breezy, but the installer said it couldn't install the PXL thing, yet Breezy pretends like it IS installed, yet it won't let me install it :(

Nice feature, but horrible UI. Easy to lose your place if each row scrolls independently.
or maybe only the 5th row scrolls at all? Either way, the body of icons scrollable as one matrix is lots better. From a UE standpoint.

Ditto on installer.app, if you're not there you're NOWHERE! Why have to wait till you can get to your computer to get the latest version/bugfix for an iphone app when Installer.app can pull it for you? Don't, just get installer.app on the case.

iFuntastic's new multiple panels + this = mess so I uninstalled it.
I like the multiple panels as an interface much better than everything in one long scroll. For example, I know have (1) as the main apps (stock + some third party), (2) as sub-main (lots of 3rd party + stock ones that I don't really use), (3) as games, and (4) as utilities. Just feels right and organized. But switching between takes up space too. I feel like a better overall interface would be some sort of "tabs" at the top of the Springboard to switch around between panels instantly that you can name and define.

How about every row and column scrolling independently? You'd end up with a RubikPhone... and the Home key would reset everything, just in case you really need that app right then.

I was thinking Apple was going to do something like this when Leopard was released...the Home screen was begging to be flickable...and since Leopard has Spaces, why wouldn't we get Spaces for the iPhone home screen (assuming they will allow third parties to develop natively for the iPhone).

Breezy is open source, that's been the push to use it rather than Installer.app. That way the community can built it up, rather than depending on a third party whose intentions, though innocuous, you probably shouldn't trust with root access to your iPhone.
